I feel like this game is too random to be compelling, giving the player the choice of which dice is row and which is column would give a lot more agency and strategy.

I appreciate the feedback. My goal was to balance the player's agency (getting to choose how to combat the fire) with the wildfire's chaotic nature (spreading plus the random event). I'll admit it's not a perfectly balanced system; some scenarios are un-winnable and some are too easy, but for me that's true to life.
